So...Cindy Sheehan was arrested just before the State of the Union Address, even though she was to be a guest at the proceedings. I guess that's what the Bush administration considers a "preemptive arrest."

You guessed wrong! The Capitol Police, not the Bush administration, took Cindy Sheehan into custody because she was not in compliance with the conditions of her invitation.
Well, it is a police state, after all..
We can have no dissent during the Bush administration, even if it's someone who lost a son in a war that we went to over a lie. Russia is now practicing capitalism. The US should try it someday.
